Add the option to fill zeros for outliers in very low energy templates

For the template of the very low energy source, such as tritium, the ROI of the fitting can be larger. Without filing zeros explicitly When we apply the shaping (bias, smearing, etc), that fills the edge value automatically.
(For example, the spectrum of the tritium become flat with finite value above 18keV)
Here I added the zero filling as option, but I think this should be the default in the future.
