This adds one validate-only workflow for the existing skill metadata already in this repo.
The change is limited to one workflow file. Publish stays off, and it does not need secrets.
Why it looked like a fit here:
It runs schema and trust validation for skills/x-twitter-scraper and leaves runtime code, release flow, and publish credentials alone.
Permissions stay read-only.
If you would rather fold it into existing CI or point it at a different path, I can adjust the branch.
