Systematic re-run and verification of TCP flow control experiments with reorganized results structure.

  • 1,640 verified experimental runs across 7 presets
  • RTT CV < 0.15 predicts healthy TCP flows (6.1x throughput separation)

Data stores loss as percentages (0.1 = 0.1%), but plotting code
multiplied by 100 again, showing 0.1% as 10%.

Fixed in:
- plot_loss_tolerance(): removed * 100
- plot_starlink_profiles(): removed * 100
- plot_bbr_advantage_heatmap(): removed * 100 from labels

Reorganize results into topic-based directories and add verified
experiment data from systematic re-run of all key experiments.
