Reviewed the v6 breaking change. @google-cloud/kms v6 raises the minimum Node version to 22; this repository requires and deploys Node 24. The KMS client API used by the signer is unchanged and CI is green.

Re-reviewed after rebase onto the merged dependency batch. The diff remains scoped to @google-cloud/kms 6.0.0 and its expected google-gax dependency updates.
