Rationale for this change
The "Meet the Project Owner" box currently feels static and does not provide visual feedback on hover.
I have added a hover animation for the shadow which makes it interactive.

Yes,
Verified that the shadow appears smoothly on hover.
Are there any user-facing changes?
Yes , now when the user hover from the "Meet the Project Owner" box they will able to see a hover shadow animation.
