Finally updating the Keycloak version beyond 16.X.
We'd pushed this off for a few major versions due to the deployment + CLI deviations from previous versions, but a XSS vulnerability has expedited it.
The change is already live at auth.tla.adlnet.gov, but adding here for formality etc.
