docs: add DELEGATION.md proposal note

What this adds

This PR adds a small, additive proposal note for DELEGATION.md and a sample DELEGATION.md file.

The idea is simple:

• AGENTS.md tells an agent how to work
• DELEGATION.md would describe what authority it has

Why

One thing that still feels under-specified in agent workflows is authority:

• which actions are allowed
• which actions are forbidden
• which delegatees or tools are in scope
• when fresh human approval is required
• where read-only turns into write access
• where drafting turns into sending or executing

This PR does not try to redefine AGENTS.md.
It just adds a short note in the README and a sample file in the fork to make the adjacent idea concrete.

Scope

This is intentionally small:

• add DELEGATION.md sample file
• add a short README section describing the concept
• include HDP references as one possible runtime provenance/enforcement layer

No site components or existing project messaging are changed.
