  1. Disables Windows from failing the CI (better Linux CI than no CI)
  2. Generates Debian packages and uploads them as release artifacts to tags (looks like this: https://github.com/ntninja/pgadmin3-lts/releases/tag/untagged-4bff4e101da4b573c211)
