K8s-as-helm issue 50

Add metadata.namespace to the RoleBinding resource to ensure it's created in the correct namespace, resolving #50.

Note

Ensures RoleBindings render into the Helm release namespace and aligns chart metadata.

• Adds metadata.namespace: {{ .Release.Namespace }} to templates/rolebinding.yaml
• Bumps chart version to 1.0.1 and updates dependency lib-k8s-as-helm to 1.3.0 (Chart.lock updated)
• README updated to note namespace behavior
