This PR replicates the behaviour of the legacy
ANSIBLE_WCA_IDP_URLenvironment variable.When not set the default is
https://iam.cloud.ibm.com/identity.This behaviour is now replicated for
ANSIBLE_AI_MODEL_MESH_CONFIGtoo.Testing
Unit tests.
