Add support for Redis in Cluster Mode

There is an existing JIRA issue: https://issues.apache.org/jira/browse/AIRFLOW-3625

There is an existing PR to add this functionality, but it has gone stale and been closed: #4429

Use case / motivation

As a user, I'd like to be able to add a connection from Airflow to my Redis database configured in Cluster Mode.

Feel free to work on it if you want. I think Redis cluster support has little use, but the most certain way to get it is to implement it or have it implemented by anyone in your team. We are happy to take contributions - Airflow has almost 2000 contributors and you, or someone from your team can become one. Especially when you use it comercially (cluster support seems to be an enterprise-level feature) - giving back to the community by contributing back such feature seems like a low price to pay for free software done in volunteering time mostly.
