[Dev] Add tests for GitHub issues on merge script

Describe the enhancement requested

As part of the migration we have modified the merge PR script to support both JIRA and GitHub issues.
The merge script is covered by some tests that validate some of its functionality with JIRA.
This ticket tracks adding some tests around GitHub issues.
