VR: fix duplicated lines in .htaccess

This PR fixes the duplicated lines with /var/www/html/latest/.htaccess
see #10205 (comment)

this issue does not exist with 4.19

@weizhouapache a [SL] Jenkins job has been kicked to build packages. It will be bundled with KVM, XenServer and VMware SystemVM templates. I'll keep you posted as I make progress.
