[improve] add socket timeout config

Proposed changes

Added sockettime timeout configuration: sink.socket.timeout. The current default is 9 minutes.
In some cases, such as packet loss and other network conditions, Http may get stuck. Increasing this parameter on the client side can break the circuit faster and retry.
