[FLINK-37716] Simplify YarnClusterDescriptor by removing parameter JobGraph

What is the purpose of the change

This PR aims to simplify YarnClusterDescriptor by removing parameter JobGraph.
The parameter JobGraph of deployInternal is always passed null in any code path.
And deployInternal contains a lot of operations depending on null check.
We can remove these blocks of null check and remove the parameter JobGraph.

Simplify YarnClusterDescriptor by removing parameter JobGraph.
