feat: rebuild whole site

The PR is ready now.

This pr totally rebuild the site

• Bump to latest vuepress
• remove unused options and tweaks site/theme config
• switch to mathjax from katex
• rebuild homepage appearance and try to reuse theme components
• add localization for page footer
• remove global components and import them per page
• avoid using element-plus as it's heavy
• use eslint v9 and replace any existing outdated plugins
• remove the local docsearch plugin and use the official ones with version:${version} filters
• fix tsconfig.json
• fix wrong fence code name
