What changes were proposed in this pull request?

This PR aims to add branch-4.0 to daily Publish Snapshot GitHub Action job.

Why are the changes needed?

After creating branch-4.0 on 2025-01-15, there is no new publishing because master branch is now 4.1.0-SNAPSHOT.

No, this is an infra-only change.
