i like this AIP, moves things in the right direction
one question
Priority fees are assigned to the including validator, regardless of when or by whom the transaction is executed
what do you mean by "including validator" and "when or by whom the transaction is executed" here

Due to implementation difficulties of an independent parameter, we opt for using the existing protocol subsidy commission parameter.
