Moves to use uv.
Removes overrides/main.html which should always be generated using `make_arxiv_theme/prep_for_mkdocs.sh`

it seems to build, but the fonts are still all wonky. |

For me I don't see the black funding block at the top. And the footer is incorrect, it is just the default mkdocs/material footer. |

Moves overrides added to generated code to source template.
Removes generated code from git. (does not need to add to .gitignore since already there)
Adds build yaml that generates the source.
