SWC bump v44 take 2

Motivation

Take 2 of the SWC bump (#838) - it was previously reverted because things broke with our JS Transformer and declare const foo; types, the easiest / most comprehensive solution is to just strip those declare consts before anything else runs.

Changes

• Same as PR Bump SWC to v44.0.2 #838 except:
  • added a step to strip declare const foo; (i.e. declaration only, non assignment): https://github.com/atlassian-labs/atlaspack/pull/937/changes#diff-f70794291ef59344cf17aa3e99c5e93bbba8e6d52e1505996fa825e042a848a5
  • revert changes to global and env replacer as they're superseded by the change above
