According to https://docs.github.com/en/code-security/dependabot/working-with-dependabot/dependabot-options-reference#interval:

By default, Dependabot randomly assigns a time to apply all the updates in the configuration file. You can use the time and timezone parameters to set a specific runtime for all intervals.

Set dependabot to create version update PRs at 9AM PT instead of a random time.
