Description of changes: AWS has deprecated the old policy in favor of the V2. See https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/auth-and-access-control-cw.html#managed-policies-cloudwatch-CloudWatchFullAccessV2 for more details.
