Fix #347: Handle Google AI Pro overcharge credits on quota exhaustion

Resolves #347.

• Correctly parses the specific Google AI Pro 429 quota exhaustion error as QUOTA_EXHAUSTED.
• Updates message and streaming handlers to immediately trigger overcharge fallback without sleeping.
• Adds an automated test suite to verify the overcharge fallback behavior.
