This PR adds a multicast feature to bsg_noc, as our work for EE478 capstone. Contributors were myself and @miatkim.
This is our final report, which contains information about how it is implemented, how it works, and other information.
The PR modifies the modules to add the multicast feature, and provides a python testing suite for bsg_mesh_router, bsg_mesh_router_decoder_dor, as well as adds multicast testing to the testing/bsg_noc/bsg_mesh_router/all_to_all testing suite.
