Bump version across pyproject / __init__ / CITATION / ROADMAP / openclaw Dockerfile / plugin manifest / uv.lock, and move CHANGELOG [Unreleased] into [1.38.0]. Ships main-process routing for AWS Bedrock (registered, priced Nova models) and Azure AI Foundry (operator-declared deployment + pricing), both refused inside supervised workers to keep AWS/Azure credentials out of the worker boundary.
