style(staged): compact clipboard attachment control - #925

Add click-driven clipboard snippet attachments to new-session prompts, preserve them in submitted or dismissed drafts, and cover prompt folding and labels with focused tests. Keep the footer compact by rendering clipboard attach as an accessible icon button in a non-wrapping attachment group. Signed-off-by: Matt Toohey <contact@matttoohey.com>
