ci: add dev-binary workflow for unsigned branch builds - #78

Builds herdr for all four release targets from a claude/** branch and uploads the binaries as workflow artifacts. Mirrors the release workflow's build job (same targets, toolchain, and libghostty-vt settings) but tags nothing, publishes no release, and touches no channel metadata.
