This plugin allows you to disable and enable all agents on Agents tab in Teamcity

Follow Teamcity Guide
- git clone
- open project in IDEA (there is free version available)
- Build -> Make Project
- Build -> Build Artifacts -> plugin-zip
- Created zip with plugin located in \out\artifacts\plugin_zip folder
