Stabilize core runtime, fix API inconsistencies, and enable WebUI/CLI functionality to make the project executable.

The project was found to have 20/30 tests failing/errored and several runtime crashes due to issues like a hardcoded memory path, missing load_all_shards public method, MemoryCompressor instantiation errors, and broken WebUI dependencies/logic. This PR addresses these critical blockers.
