Summary

This proposal aims to deploy Merkle Science’s predictive AI-driven risk intelligence on Canton to enhance network security and enable institutional adoption, addressing heightened AML and CFT risks arising from private transactions. By leveraging behavioral analytics to detect illicit activity across complex transaction flows, the solution aligns with evolving regulatory expectations and modern financial crime patterns. Additionally, integrating Canton into Merkle Science’s platform creates a pathway to onboard institutional users, driving both network security and measurable growth in activity and participation.

Notes for Reviewers

As discussed with DA and DRW regarding our SV proposal, we are seeking the 5% fund to deploy our predictive analytics on the network.
I saw that a template was released on GitHub. We followed it as closely as possible, but merged the three sections (Milestones and deliverables, Acceptance criteria, and Funding request and milestone breakdown into 1 table. Please let me know if we should separate these items.
We welcome feedback on the technical implementation mechanics. Specifically, how many CIP-56 tokens should be covered and which ones are deemed most relevant. In addition the cross-chain coverage needs to be aligned on. Currently, we are proposing to integrate the Temple ETH <-> Canton Bridge.

Comment for PR #191:

This is a thoughtful proposal and the use case is well framed. Bringing institutional-grade AML/CFT analytics to the Canton Network as a free, accessible baseline tool is a meaningful step — particularly for participants preparing for regulatory reviews, audits, or institutional onboarding conversations where compliance posture matters.

A few things worth noting in support of this direction:

Regulatory readiness is not a differentiator — it is table stakes. Tools that lower the barrier for network participants to demonstrate compliance alignment strengthen Canton's institutional value proposition broadly.

Offering this at no cost removes friction for smaller participants who may not have enterprise analytics budgets, which expands the network's accessibility without compromising quality.

This proposal is not meant to give advantage to Merkle Science or foreclose optionality in any way. Participants with existing relationships or more specialized needs can and should leverage other providers. Network-level tooling and participant-level tooling can coexist and serve different purposes.

The foundation should consider this as complementary infrastructure offer of baseline monitoring without preventing participants from deploying more tailored solutions on top.
