Migrate CI, scripts, and hooks to Bazelisk-driven targets. Add Bazelisk configuration files and wrapper targets for lint, Rust build/test/coverage, and WASM packaging. Update GitHub Actions to run Bazelisk commands in standard runners and install Bazelisk explicitly in the container-based test job.
