New Response Notification Improvements

- Notification system now continues checking for new responses after detecting them
- Notification and title flashing stop when responses are read in any tab (no reload required)
- Prevented duplicate notifications from appearing
- Fixed notification redirect using data-real-url for נייע אשכול notifications (#16)
