If cloud-deploy-infra/cloud/requirements.txt is present in the checked out code, a .venv directory is created and the requirements are installed. If the .venv directory already exists with all the requirements, they are not re-installed.
This is necessary for https://github.com/civiform/cloud-deploy-infra/pull/132/files to work
