Added UTF16 encoding on template .xml file.
Removed references to wdc.dll. The strings are no longer in the dll file. I believe this is what was causing Perfmon exception.
I looked on Windows 10 21H1 and Windows 7 SP1 and did not see the resources either, maybe it was in Windows 8.
