chore: bump version to 1.8.4

What's Changed

This pull request updates the project version from 1.8.2 to 1.8.4 and documents new upstream support in the changelog. The most important changes are grouped below.

Version bump:

• v1.8.3 is already released on pypi: https://pypi.org/project/cloudsmith-cli/1.8.3/ although chore: bump version 1.8.3 #206 isn't merged. this may have happened unintentionally as chore: only run publish on the master branch #207 looks to only allow merge bumped PRs to publish.
• Updated the version in .bumpversion.cfg and cloudsmith_cli/data/VERSION from 1.8.2 to 1.8.4 to prepare for a new release.

Documentation:

• Added a new section to CHANGELOG.md for version 1.8.4, highlighting support for Conda, Cargo, Go, and Hugging Face upstreams.
