fix: harden research runtime requests and summaries

Summary

• upgrade the bundled web runtime to released pi-web-access@0.24.0
• port Pi's provider-neutral tool-choice fix from e5dde9a7
• disable tools during Pi summary calls and reject tool-call summary responses from 90305d90
• verify the patched source, restored runtime, package archive, and clean installed consumer
• release these research-runtime reliability fixes as 0.3.29

The NCBI pacing fix from contributor PR #238 is already preserved and merged through #239. This branch starts from that merge commit.

Scope

These changes stay inside Feynman's research loop. They repair web evidence retrieval, provider routing, compaction summaries, package verification, and runtime reliability. They do not add workflow, scheduling, outreach, or administration surfaces.

Validation

Exact head 30f5a1da1b134f642b4476717c65aebc4913c2d0 passed:

• focused runtime and package regressions
• full npm test (806/806)
• npm run typecheck
• npm run build
• npm run architecture:check
• website lint, typecheck, and build (34 pages)
• root, website, generated-runtime, clean-consumer, and extracted-runtime production audits (0 vulnerabilities)
• npm outdated --json review and git diff --check
• dry and real npm packs, package budget, source artifact verification, and clean installed-consumer verification
• installed RPC/extensions/TypeBox, stale-Pi repair, compaction/tool-choice, and document parse/search/screenshot checks

The real pack contains 29,147 files, is 114,861,277 bytes, and has SHA-256 3b87a1fffe873d54869caba62df276ea60ab608a418c625bef33f7025667cf2f.
