Investigate the usage of multiple PR templates

Apparently Github allows several PR templates to be used with template query parameters (see docs). It's not as intuitive as the choice UI for issues, but it's a start.

This would allow us to customize the default PR template so it reflects the task needed for broken, archival or token regeneration.

I've filed an initial attempt as #1919. I've played with them a bit in my fork, and they seem to work — "kinda".

If you have a specific compare URL, then you can add ?template=broken.md, and it will start with the right template.

However, I wasn't able to "construct" a base compare URL that would work — if I construct an URL like:

https://github.com/conda-forge/admin-requests/compare?template=broken.md

Then selecting any "compare" branch removes ?template=. There is a slight possibility that it gets preserved implicitly somehow, but I doubt it (and clearly the default template is used).

Unless I'm missing something, this implies that the only way to use the template is to actually know the remote user and branch up front.

I saw a preview of a native Github UI for this not so long ago, so they may be experimenting with it. Look at this screenshot from python/peps (taken in mid December)

I looked into python/ceps' dropdown and tried to replicate it at https://github.com/jaimergp/pr-template-chooser, but I can't seem to have access to that. There are no extra files that come to my attention, so I can only assume there must be a special toggle for privileged organizations?
