Rebasing #70 after #69 got merged before.

Also trying @erykoff's suggestion for fixing the osx-arm builds.

The osx-arm builds now pass (thanks @erykoff for debugging!), and travis is just being a PITA with network timeouts, but the builds had already passed in #70.

We may need to restart Travis-CI a few times on master later.

Could it be that github is rejecting traffic from travis?

  error: failed to get `asn1` as a dependency of package `cryptography-rust v0.1.0 (/home/conda/feedstock_root/build_artifacts/cryptography_1634246771133/work/src/rust)`

  Caused by:
    failed to fetch `https://github.com/rust-lang/crates.io-index`

I can't believe that this is so consistently failing (all jobs, every run) just due to flaky networks
