An sdk can describe currently available experiments in a .sdk_experiments file
A package can declare use of an experiment in pubspec.yaml
A resolution cannot include packages that use experiments not declared in the root pubspec
Experiments get written to .dart_tool/package_config.json for the sdk tools (vm, flutter_tool etc) to pick up.
