###Sender contains both name and email; adding ###SenderEmail to get just the email address.
This feature adds: * Support for rich HTML descriptions and comments * Supports embedded images in both description and comments * New behavior is gated behind an EnableExperimentalHtmlFeatures setting
Different html schemas for outgoing emails produced parsing errors for emails sent from a mobile or web client. When the experimental html features were enabled, this produced that full email threads were added as a comment in ADO, instead of just the latest message.
On machines with a global `nuget.config`, packages were restored to the default `repositoryPath` instead of `packages` causing build errors. Adding a solution level `nuget.config` to override this.
Update log4net references in csproj files to 2.0.10. The Nuget packages were upgraded by dependabot but the path references in csproj files were missed out.

Can we have oAUTH 2.0 post update for Exchange Online (EXO) connections due to Basic Auth deprecation in Oct 1, 2022?
A configuration doc required for update for EXO. Something like the relevant code is claimed to be for VSO only.
