Overview
Bumps the SDK to v0.4.0 (manifest, pyproject.toml, _version.py) and updates the changelog.

Adds safer request building utilities: implements indices array serialization in _qs.py, introduces path_template() to percent-encode and reject dot-segments, and switches models.retrieve to use it for path params. Tweaks Pydantic compatibility by only passing by_alias when explicitly set, updates Reasoning typing to use PEP 728 extra_items, and raises the minimum typing-extensions version.

CI is adjusted to run on an explicit branch allow/deny list, skip lint/build on metadata-only commits, and avoid OIDC/artifact uploads on stl/* branches; minor housekeeping updates .gitignore and test fixture placeholder bytes.
