Description
In this PR, we extract helpers for building the file name and for extracting DV prefix and UUID in DeletionVectorDescriptor to clean up the code a little and make testing easier in the future.
How was this patch tested?
Simple refactors. Existing tests pass.
Does this PR introduce any user-facing changes?
No.
