Adds a fail-closed PowerShell 5.1 container adapter for one Hyper-V-isolated Windows container per placement, exact ownership reconciliation/cancellation, immutable image enforcement, Windows package/installer integration, and behavioral adapter coverage.\n\nLive activation remains gated on a Steamy Hyper-V/Docker Windows-engine probe and a real disposable Windows job.
