Summary\n- connect trusted GitHub-hosted Linux Rust compilation to https://s3.tootie.tv\n- use organization secrets KACHE_S3_ACCESS_KEY / KACHE_S3_SECRET_KEY and endpoint metadata variables\n- align ephemeral hosted runners on Kache 0.13.0\n- preserve existing self-hosted Kache configs and the private MinIO endpoint\n- preserve credentialless and fork-run fallback behavior\n\nPins hosted-rust-platform-release to Workflows commit 48d4a81735121461c29bb9f05f5607214e1c821e and inherits the organization secrets. Depends on dinglebear-ai/workflows#40.\n\n## Verification\n- YAML parse: pass\n- actionlint from repository root: pass\n- git diff --check: pass\n- hosted input/reusable-workflow contract assertions: pass\n- cross-runner proof: Yarr PR #119 recorded remote=1, 100% hit rate, zero errors\n\nBead: rustify-0dl
