Given that now the runtime is currently sharing the same repository as the compiler source code, I see no reason not to create a new project under the current visual studio solution for the sole purpose of building the runtime as many of us uses the community edition of VS.
Even more so when the DigitalMars make executable isn't included with the installation of the dmd compiler.

I would follow up that with the suggestion that you shouldn't have to use the built dmd compiler in order to build the runtime. You should able to build the runtime with the latest stable dmd compiler.
