[codex] checkpoint Cael desktop command-center parity

Summary

This draft PR checkpoints the Cael Desktop native command-center parity work against the shared Hermes Workspace API contract.

Major areas covered:

• shared Workspace-backed chat send/history/active-run/event tailing
• native command-center sections for profiles, usage/models, operations, MCP, knowledge/memory, tasks, files/artifacts, watchdog jobs, terminal shared PTYs, Swarm, and Conductor
• default profile handling where default remains the base profile while Cael is the display agent
• native Swarm runtime, selected-worker memory/search, checkpoint reports, and Conductor mission controls
• desktop connection/cache handling for the BigMac Cael Workspace runtime

Validation

Validated during the parity run:

• swift build passed repeatedly after implementation slices, including the latest Swarm memory/report slice
• live shared API probes passed for chat, tasks, files, jobs, profiles, usage/models, terminal PTY, knowledge fabric, skills, MCP read-side, operations, Swarm, and Conductor paths
• headless smoke checks passed for relevant Workspace routes including /usage, /skills, /operations, /swarm, and /conductor

Notes

This is intentionally draft. The branch is a large checkpoint series and should be reviewed by subsystem rather than as a single small feature. Remaining deferred items are documented in the functional parity matrix: server-side approvals contract, MCP runtime writes/logs while gateway reports capability_unavailable, Google Workspace action APIs, deeper Operations output drilldown, richer Swarm2 drilldowns, and the advanced native-only Kanban decision.
