net10.0 FSharp.Core surface area test

#20229 added VerifyNetStandard21SurfaceAreaFSharpCore but the original test also checks against ns21 baselines.

Where should the net10.0 specific additions go?

We will need a dedicated file once we have first such deviation.
It can (maybe should?) be modelled as additive and test assertion would compose ns20 + ns21 (additions) + net10 (even more additions) ?

One problem with composed baselines is that auto-updating becomes order dependent.

I guess its best if we provide specific command via a skill on how to update correctly.
We can have full-blown .bsl files as well, but maybe for people interested in difference of API coverage a delta would be nicer?
