Remove 206 dotnet-added
.npmrcfiles from vendored dependencies and test fixtures to reduce differences from upstream. Restoredeps/npm/.npmrcto its empty upstream content while keeping the repository-level.npmrcand its registry andignore-scriptssettings unchanged.Follow-up to #396. Keep this as a draft until the official build confirms whether the per-package registry configuration is still required.
