Revert the production Cosmos provider changes which worked around emulator limitations and instead skip only the affected condition/ETag tests when the configured Cosmos endpoint is loopback. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Why
The Cosmos provider CI job currently excludes several CosmosDB-specific membership and persistence tests by fully-qualified name. This PR removes those exclusions so CI runs the full non-performance/non-stress Cosmos provider test set.
