[release/8.0] Update openSUSE and SLES OpenSSL dependency to `libopenssl3`

Currently .NET 8 depends on libopenssl1_1 for both openSUSE and SLES.

openSUSE Tumbleweed release doesn't provide libopenssl1_1 - it only provides libopenssl3.

libopenssl3 is supported and installed by default on all of the supported distro releases listed at https://learn.microsoft.com/en-us/dotnet/core/install/linux-sles?tabs=dotnet8 and https://learn.microsoft.com/en-us/dotnet/core/install/linux-opensuse?tabs=dotnet8

This is a potentially breaking change.

1. Create and link to this issue a matching issue in the dotnet/docs repo using the breaking change documentation template, then remove this needs-breaking-change-doc-created label.
